On August 19, 2026, the U.S. District Court for the Central District of California issued an order resolving multiple related cases concerning Sable Offshore Corp.'s restart of the Santa Ynez Pipeline System (SYPS). The court modified the 2020 Consent Decree by substituting PHMSA for OSFM as the regulatory authority and relieving Plains All American Pipeline L.P. of ongoing obligations. While finding that Sable violated the decree by restarting operations without prior authorization, the court declined to order a shutdown after determining PHMSA had approved the restart plan. Instead, the court imposed a penalty of $1.449 million on Sable. The court also denied California's motion for a preliminary injunction against the federal Defense Production Act Order and granted declaratory judgment in favor of Sable regarding trespass claims. Sable Offshore Corp. operates oil pipelines.
