Duke Energy Progress filed a Comprehensive Revenue Requirement Settlement with the North Carolina Utilities Commission on August 5, 2026, resolving its rate case application. The settlement establishes a return on equity of 9.8% based on a 53% equity capital structure and sets the historic retail rate base at approximately $17.8 billion. It includes a Multi-Year Rate Plan with $3.4 billion in capital projects and an annual refund mechanism, alongside a revised revenue requirement increase of $338 million over two years (averaging 3.4% annually). Duke Energy agreed to extend coal ash cost amortization from five to eight years, increase production tax credit flow-backs to customers by $120 million annually for 2027-2028, and contribute $10 million to customer assistance funds. The company expects one-time pre-tax accounting charges of approximately $30 million in 2026. Subject to NCUC approval at an August 11 hearing, new rates could take effect by January 1, 2027. Duke Energy operates as a regulated electric utility providing power generation and distribution services.
